Complete FMCSA Drug & Alcohol Clearinghouse administration—from company registration and driver enrollment to pre-employment queries, annual limited queries, and violation reporting. Stay compliant and keep your drivers dispatch-ready.
The FMCSA Drug & Alcohol Clearinghouse is a secure database containing records of CDL and CLP holders' drug and alcohol program violations. Federal regulations require motor carriers to query the Clearinghouse before hiring drivers and at least annually for all active CDL holders. Non-compliance can result in civil penalties up to $16,000 per violation, potential out-of-service orders, and significant liability exposure.
DSC manages Clearinghouse compliance comprehensively: company registration and C/TPA designation, driver account setup with consent management, pre-employment full queries before any driver performs safety-sensitive functions, annual limited queries for your entire driver roster, and violation reporting within required timelines. Our systematic approach reduces the administrative burden of consent tracking, query scheduling, and result documentation. Every query is logged, every result documented, and every deadline tracked—providing organized compliance documentation.
We handle company registration, C/TPA designation, and driver account creation so you can focus on operations instead of portal navigation.
Pre-employment full queries and annual limited queries are scheduled, executed, and documented with digital consent tracking and result archival.
Every query, consent form, and result is logged in the DSC Platform—providing organized documentation and eliminating manual recordkeeping.
49 CFR Part 382, Subpart G requires motor carriers to:
The FMCSA Drug & Alcohol Clearinghouse is a secure online database that contains records of violations of the DOT drug and alcohol testing program for CDL and CLP holders. Employers must query the Clearinghouse to determine whether current or prospective employees have unresolved drug and alcohol violations that prohibit them from performing safety-sensitive functions.
You must conduct a full query (requiring driver consent) before permitting any driver to perform safety-sensitive functions for the first time. Additionally, you must conduct a limited query at least once every 12 months for each driver currently performing safety-sensitive functions. If a limited query returns results, you must conduct a full query within 24 hours.
Drivers with unresolved violations in the Clearinghouse are prohibited from performing safety-sensitive functions until they complete the Return-to-Duty process. This includes evaluation by a Substance Abuse Professional (SAP), completion of any recommended treatment or education, a negative Return-to-Duty test, and enrollment in a follow-up testing plan. DSC coordinates the entire RTD process through our Drug & Alcohol Testing division.
